Many of the major states became indivual city states and were taken over by Sumerian Kings.
City states dominated public life in Sumer. This way, there could be seperate kings to rule each city state creating less conflicts.

Mesopotamians began to build powerful regional empires around 2350 B.C.E. They emerged as Semitic peoples with new technology.
The creator of the Mesopotamia empire was Sargon and he led an army against the city states to better the community, causing more problems.

Additionally, empires fought city states to gain control of their people and resources
New inventions were sometimes considered revolutions. For example, the wheel, ship building, and bronze and iron metallurgy were considered new advacnces in technology.
